1994 Proof & Mint Set Pair. The 1994 proof set had a mintage of just 2,308,701 — the lowest of an entire generation (1961 through 1994). The 1994 mint set's output of 1,234,813 was less than any uncirculated set in the previous seven years and it had the second lowest production since 1964 up to that point.
1995 Proof & Mint Set Pair. No regular U.S. proof set from 1968 through 1998 commands more than this 1995 set. Its mintage of two million was already very limited and a number of sets have since been broken up to obtain coveted Kennedy half dollar proofs. Only 1,038,787 mint sets were issued in 1995 — the lowest mint set production since 1964 up to that date.
