Because both issues were only released in this format as part of their respective limited mintage proof sets they're not often found on their own. Minted mere months after Kennedy's assassination, his namesake 1964 half dollar was the only date output with 90% silver before the U.S. removed the precious metal from standard coinage. The once-traditional composition would not return until the Mint's introduction of the first silver proof sets in 1992.
