When the cost of silver rose in 1970, the U.S. Mint decided to cancel the 40% silver Kennedy half dollar circulation issue, yet retain the silver Kennedy half dollar in the limited-mintage 1970 proof and mint sets. The 10-coin mint set includes a Brilliant Uncirculated specimen of the 1970-D (Denver) silver half dollar, the only BU form of this phantom coin never released for commerce. With a mintage of just 2.0 million, the 1970 mint set also includes nine circulation coins for the date. The 5-coin 1970 U.S. finest-quality proof set's 2.6 million output was the lowest for that series in the 1961-1973 span.
