Since 1951, the U.S. Mint has issued separate proof and mint sets every year, with the exception of the 1965-1967 span. This transitional period fell between the last Philadelphia Mint proof set of 1964 and the first San Francisco Mint proof set of 1968. The 1967 set's 1.9 million mintage was the lowest of the three special mint sets, which replaced U.S. proof and mint sets for those dates. Minting of the cent, nickel, dime, quarter and half dollar was superior to normal mint sets.
