Cooper was an Oneida woman from the New York colony who took part in an expedition to aid the starving Continental Army during the American Revolutionary War. Washington holds his hat in an expression of gratitude and respect. The design represents the generosity, courage, and sacrifice of the Oneida during the American Revolution.
